Čubrilović: Dayton Peace Agreement is a permanent legal and political category

Statement by the President of the National Assembly Nedeljko Čubrilović on the occasion of 21st November -  The day of the establishment of the general framework agreement for peace in Bosnia and Herzegovina:

"The Dayton peace agreement, reached on November 21st, 1995 in Dayton, ended all military operations in Bosnia and Herzegovina and stopped a four-year civil war.
The Dayton peace agreement, as an international treaty, not only stopped the war and enabled a durable peace in the region, but also it is a foundation of the survival of Bosnia and Herzegovina ,for more than two decades, whose constitutional system was created through Annex 4 of this agreement.

Decisions reached in Dayton, which guarantee equality of the two entities and three constituent peoples are first off all the guarantee of peace, stability and development of democracy in Bosnia and Herzegovina.

I want to emphasize that the Dayton agreement is a permanent, legal and political category for us, and that no politician, who represents the interests of the Republic of Srpska and Serbian people, has the mandate to agree to requests for its revision. This is a clear message from all people in the Republic of Srpska, from representatives of local governments, academic community and  NGO to pupils, students and youth organizations.

For this reason, the Republic of Srpska many times so far has confirmed its commitment to the implementation of, respect for and preservation of the Dayton solutions that guarantee its constitutional status, territorial integrity and equality in the context of Bosnia and Herzegovina.
Taking into consideration these facts, and above all the fact that the Dayton Peace Agreement ended the civil war that has taken hundreds of thousands of lives and destroyed the country, the Republic of Srpska commemorates November 21st as a public holiday.

The Republic of Srpska on November  21st celebrates peace, which is in itself a reward for all people. Peace for which many of its citizens have paid a high price, especially families who lost their loved ones, but also those who after Dayton had to leave their homes in order to achieve peace. Their victim, a sacrifice made in the name of peace, is something we must never forget.

To all citizens of the Republic of Srpska I want to congratulate the day when the peace was signed and the Dayton peace agreement, which guarantees the equality of the survival of the Republic of Srpska in the constitutional and legal framework, that can protect the rights of all its peoples and citizens.
